What to Do If You Are Offered a Grant or Wish to Enter Into a Contract as the Hall Men's Shed or Hall Heritage Centre

In 2021 Michael Sinclair undertook a thorough review of governance and financial arrangements of the VHDPA prior to agreeing to take on the role of Reviewer of the Association as required under the Incorporated Associations Legislation. Based on Michael's recommendations, a number of changes were made to the Rules of the Association at the General Meeting on 16 June 2021. Subsequently, the Committee of the Association reviewed and revised various procedures related to governance and financial matters of the Association.

Once such revised procedure is for entering into contracts and agreements on behalf of the Association and the Special Interest Groups of the Association.

As Special Interest Groups have no formal legal identity separate from the Progress Association, and the Progress Association Committee is responsible for oversight and governance of the Special Interest Groups, any agreement, memorandum of understanding or contract for activities to be undertaken by a Special Interest Group must be reviewed and approved by the Committee of the Progress Association and may only be signed under authority from the Progress Association.

The Association wants to continue to encourage and support the activities the Special Interest Groups and does not see this procedure as limiting such activities but to ensure adequate documentation for the scrutiny of the statutory review.
